Any refrigeration engineer worthy of his title would know that firstly a watercooled water chillers' COP cannot be compared to that of an aircooled water chiller. Secondly a direct expansion type cooling unit's COP/EER cannot be compared to that of a flooded type cooling unit. The COP of a watercooled water chiller is better than that of the aircooled water chiller and the COP of a flooded watercooled chiller is much better than that of a watercooled watercooled chiller thus the flooded system is much much better than that of a direct expansion type aircooled water chiller. That being said age and loading/unloading methods are also crucial factors to be considered. Some older units have only 4 stages per compressor (25%, 50%, 75% and 100%). Newer screw compressor models have continues loading steps (12%,13%,14%...100%) making it a much more energy efficient chiller.
