MHP has developed a thorough understanding of Land and Planning Laws affecting all forms of development in the Republic of South Africa (RSA) and its immediate surrounding countries.

MHP's focus has been on the housing and land development process with a specific bias to the linkages to relevant legislation.

Understanding the network of inter-relationships between process and law and understanding where the network can be optimised is, in MHP's view, the key to effective Land Development.

MHP's specialisation therefore lies mainly in the field of:

  • Acquiring Development Rights over land for state, public agencies, corporate industries, developers etc.;
  • Unlocking blockages in the development process;
  • Land assembly for development;
  • Developing of policy in the context of land development and land management;
  • Assisting State Departments with the task of implementing new Land and Planning legislation at Provincial level;
  • Assisting State Departments with the construction of new Land and Planning related legislation.

Our Land Management Team consists of three Land / Legal Specialists, who are supported by two private practicing specialist attorneys. In this regard, Peter Hoffmann is acknowledged as a leading specialist in the Land / Legal field.

Of specific relevance is Peter Hoffmann's role in co-ordinating the Land / Legal Team appointed by the KwaZulu-Natal Provincial Administration as a consequence to the Province's Housing Initiative.

Further, Peter Hoffmann has served on the Steering Committee for the implementation of the Development Facilitation Act in KwaZulu-Natal and is currently a team member of a Consortium implementing the new KwaZulu-Natal Planning and Development Act.

MHP's clients include the Department of Local Government and Housing in KwaZulu-Natal, the Provincial Housing Development Board, the Cato Manor Development Association, the Durban Metro Council, the National Department of Land Affairs, various Local Government bodies such as Municipalities and Regional Councils and Private Sector Developers.
