Draft Scoping Report - Atcom Section New Sewage Treatment Plants

Xstrata South Africa wishes to install two new sewage treatment plants (STPs) at their ATCOM Section, iMpunzi complex in eMalahleni. These STPs require authorisation in terms of the National Environmental Management: Waste Act (Act No. 59 of 2008) (NEMWA) and Government Notice 718 of 2009.

Jones and Wagener is appointed as the independent environmental consultant to conduct the EIA. The project has been registered with the Department of Environmental Affairs (DEA), as the delegated authority mandated to issue NEM:WA licenses.

As part of the authorisation process, an Environmental Impact Assessment (EIA) is required. The EIA must comply with the requirements of the Environmental Impact Assessment Regulations, 2010.

This Draft Scoping Report complies with the EIA Regulations, 2010 and contains a description of the project, the terms of reference for specialist assessments, issues of concern raised by interested and affected parties and the project motivation.

According to EIA Regulations, interested and affected parties must be given the opportunity to comment on the proposed project and the Scoping Report before it is submitted to the DEA. I&APs have an opportunity to comment on this Draft Scoping Report from Monday, 15 August to Friday until 23 September 2011. The Scoping Report will be submitted to the National Department of Environmental Affairs (DEA) together with all comments received on this report for a decision on whether or not Xstrata may proceed with the proposed project.
