   An effective state is essential to achieving sustainable socio-economic development. With the advent of globalisation, there are growing pressures on governments and organisations around the world to be more responsive to the demands of internal and external stakeholders for good governance, accountability and transparency, greater development effectiveness, and delivery of tangible results.   As demands for greater accountability and real results have increased, there is an attendant need for enhanced result-based monitoring and evaluation of policies, programs, and projects.   Monitoring and evaluation is not only applied to projects. There is also a greater need to monitor and evaluate operations, the usage of assets and the performance of government agencies. Huge chunks of departmental budgets are consumed in salaries and incentives every year. There is however a great concern over the huge amounts being paid and the service being received by the public. One of the reasons for inferior service delivery is poor monitoring and evaluation of agencies by oversight institutions.   This programme focuses mainly on monitoring and evaluation of safety and security agencies, their projects and the departments projects for effective service delivery.
