SOUTH AFRICAN SCHOOLS ACT, 1996 (ACT NO. 84 OF 1996)

DETERMINATION OF MINIMUM OUTCOMES AND STANDARDS AND A NATIONAL

PROCESS AND PROCEDURES FOR THE ASSESSMENT OF LEARNER

ACHIEVEMENT AS STIPULATED IN THE NATIONAL CURRICULUM STATEMENT

GRADES R-12

1. I, Angelina Matsie Motshekga, Minister of Basic Education, hereby, in terms of

section 6A of the South African Schools Act, 1996 (Act. No. 84 of 1996), after

consultation with the Council of Education Ministers, determine -

(a) a national curriculum statement indicating the minimum outcomes and

standards; and

(b) a national process and procedures for the assessment of learner

achievement.

2. Minimum outcomes and standards, as contemplated in paragraph 1 (a) above,

refer to the minimum level at which a learner must attain the content and

assessment requirements for all subjects listed in the National Curriculum

Statement Grades R - 12 as specified as follows in the-

( a) Curriculum and Assessment Policy Statements of all approved subjects,

Chapters 2 and 3; and

(b) Programme and promotion requirements for Grades R - 12 as stipulated

in the National Policy Pertaining to the Programme and Promotion

Requirements of the National Curriculum Statement Grades R - 12,

paragraphs 3-7, 10-14. 17-21,24-29 and 33-37.

3. Processes and procedures for the assessment of learner achievement, as

contemplated in paragraph 1 (b) above, refer to the conduct, administration and

management of internal assessment, end-of-year examination, and the final

National Senior Certificate examination as stipulated in the:

(a) Curriculum and Assessment Policy Statements of all approved subjects,

Chapter 4;

(b) Programme and promotion requirements for Grades R - 12 as stipulated

in the National Policy Pertaining to the Programme and Promotion

Requirements of the National Curriculum Statement Grades R - 12,

paragraphs 8, 9, 15, 16, 22, 23. 30, 31 and 32; and

(c) National Protocol for Assessment Grades R- 12, paragraphs 5-9 and 11-

29.

4. The curriculum and the process for the assessment of learner achievement

contemplated in paragraph (1) must be applicable to public and those

independent schools that offer the National Curriculum Statement Grades R -

12.
