NATIONAL EDUCATION POLICY ACT, 1996 (ACT NO. 27 OF 1996)

APPROVAL OF THE NATIONAL CURRICULUM STATEMENT GRADES R- 12 AS

NATIONAL EDUCATION POLICY

1. I, Angelina Matsie Motshekga, Minister of Basic Education, hereby, in terms of

sections 3(4)(1) and 7 of the National Education Policy Act, 1996 (Act No. 27 of

1996), and after consultation with the Council of Education Ministers, approve the

National Curriculum Statement Grades R- 12 as national education policy.

2. The National Curriculum Statement Grades R - 12 comprises the following

documents:

(a) the Curriculum and Assessment Policy Statements for all approved

subjects for Grades R- 12;

(b) the National Policy Pertaining to the Programme and Promotion

Requirements of the National Curriculum Statement Grades R - 12; and

(c) the National Protocol for Assessment Grades R- 12.

3. The National Curriculum Statement Grades R - 12 will be implemented

incrementally, as follows:

(a) January 2012 in Grades R- 3 and Grade 10;

(b) January 2013 in Grades 4- 6 and Grade 11; and

(c) January 2014 in Grades 7-9 and Grade 12.

4. The status quo as stipulated in the following policy documents will, however, be

maintained in Grades 4 - 6 and 11 in 2012 and in Grades 7 - 9 and 12 in 2013:

(a) National Policy Regarding General Education Programmes: The Revised

National Curriculum Statement Grades R - 9 (Schools), promulgated in

Government Gazette No. 23406 of 31 May 2002, until 31 December 2012

for Grades 4- 6 and until 31 December 2013 for Grades 7- 9;

(b) National Curriculum Statement Grades 10 - 12, promulgated in

Government Gazettes No. 25545 of 6 October 2003, No. 27594 of

17 May 2005, No. 27819 of 20 July 2005 and No. 28300 of 7 December

2005, until 31 December 2012 for Grade 11 and until 31 December 2013

for Grade 12;

(c) National Policy on Assessment and Qualifications for Schools in the

General Education and Training Band, promulgated in Government

Gazette No. 29626 of 12 February 2007, until 31 December 2012 for

Grades 4- 6 and until 31 December 2013 for Grades 7- 9;

(d) National Senior Certificate: A qualification at Level 4 on the National

Qualifications Framework (NQF), promulgated in Government Gazette

No. 27819 of 20 July 2005, until 31 December 2012 for Grade 11 and

until 31 December 2013 for Grade 12; and

(e) An addendum to the policy document 'the National Senior Certificate: A

Qualification at Level 4 on the National Qualifications Framework (NQF),

Regarding the National Protocol for Assessment (Grades R - 12)',

promulgated in Government Gazette No. 29467 of 11 December 2006,

until 31 December 2012 for Grades 4 - 6 and Grade 11 and until 31

December 2013 for Grades 7 - 9 and Grade 12.
